






On August 15, the Chongqing Economic and Information Commission released a public solicitation for opinions on the "Draft Development Plan for Hydrogen Refueling Stations in Chongqing (2025-2035)".
The draft predicts that by 2027, the promotion of hydrogen fuel cell vehicles in Chongqing is expected to reach 800 units, by 2030 it is expected to reach 2,000 units, and by 2035 it is expected to reach 4,000 units. Meanwhile, active efforts are being made to advance the construction of cross-regional hydrogen corridors such as the "Chengdu-Chongqing Hydrogen Corridor" and the "Western Land-Sea New Passage Hydrogen Corridor", while gradually expanding the application scenarios of hydrogen energy in key areas including the western part of Chongqing, the new city in the east, the Wuling Mountain area in the southeast, and the Three Gorges Reservoir area in the northeast.
Based on application scenarios such as highways, ports, logistics parks, and industrial parks, and combining the growth trend and estimated ownership of hydrogen fuel cell vehicles, the demand forecast for hydrogen refueling capacity is as follows: by 2027, the demand in areas like the Chengdu-Chongqing Hydrogen Corridor and the Western Land-Sea New Passage Hydrogen Corridor is expected to reach 4,000 mt/year, by 2030 it is expected to reach 11,000 mt/year, and by 2035 it is expected to reach 25,000 mt/year.
At the same time, the draft proposes development goals:
The city plans to build 60 new hydrogen refueling stations, with a total of 72 stations to be completed, and the hydrogen supply capability is expected to reach 25,000 mt/year. Specifically, by 2027, 10 new stations will be built, with a daily hydrogen supply capacity reaching 15 mt, which can meet the usage needs of about 800 hydrogen fuel cell vehicles; by 2030, 20 new stations will be built, with a daily hydrogen supply capacity reaching 40 mt, which can meet the usage needs of about 2,000 hydrogen fuel cell vehicles; by 2035, 30 new stations will be built, with a daily hydrogen supply capacity exceeding 70 mt, which can meet the usage needs of about 4,000 hydrogen fuel cell vehicles.
In addition, in terms of station construction models, diverse construction paths are actively explored. Enterprises are encouraged to conduct pilot demonstrations of integrated hydrogen production and refueling stations using various technological routes, such as fossil fuel-based hydrogen production and renewable energy electrolysis, in suitable regions. By achieving local hydrogen production and refueling, transportation costs and carbon emissions can be effectively reduced, enhancing supply stability and laying the foundation for large-scale hydrogen application. Simultaneously, promoting the integration of hydrogen refueling stations with gas stations, CNG stations, and charging stations to create comprehensive energy service stations, improving the efficiency of land resource utilization, and providing users with one-stop comprehensive energy replenishment services.

As a key direction for the development of cutting-edge emerging industries, the hydrogen industry is transitioning from pilot exploration to an orderly breakthrough phase. To thoroughly implement the major strategic decisions of the Central Committee of the Communist Party of China and the State Council regarding peak carbon and carbon neutrality, and to accelerate the implementation of the "Medium and Long-Term Plan for the Development of the Hydrogen Energy Industry (2021-2035)", leveraging Chongqing's geographical advantages as a national central city and a significant node along the Yangtze River Economic Belt, with the core objective of "building a western hydrogen hub and leading regional energy transformation", and in conjunction with the "Guiding Opinions on the Development of the Hydrogen Fuel Cell Automotive Industry in Chongqing", the Municipal Economic and Information Commission has compiled the "Draft Development Plan for Hydrogen Refueling Stations in Chongqing (2025-2035)", now open for public comments and suggestions.
